Acquisition for Infrastructure Projects

 

The following is a list of acquisition/relocation projects we’ve completed, most of which required adherence to the federal Uniform Relocation Assistance and Real Property Acquisition Policies Act, 42 USC §4601, et seq. and its implementing regulations, 49 CFR Part 24 (“the URA”).  Projects are listed in reverse chronological order. 

 

155th Street Road Improvement Project (I-49 to Oil Creek Bridge) City of Belton, Cass County, Missouri and City of Grandview, Jackson County, Missouri

 

Acted as sole acquisition agent providing turn-key services for acquisition of approximately 46 tracts (43 partials and 3 total acquisitions) located in both Cass and Jackson Counties.  Administered the relocation of 7 residential tenants and 3 commercial businesses.  MoDOT local project completed in conformity with the URA. 

 

Merriam Lane Road Improvement Projects (County Line Road to 10th Street), Wyandotte County, Kansas

 

Acted as sole acquisition/relocation agent for two Unified Government projects providing turn-key services for acquisition of approximately 110 tracts.  KDOT local projects completed in conformity with the URA.

 

K-10 & Lone Elm Interchange, Lenexa, Kansas

 

Acted as acquisition/relocation agent for the City of Lenexa, Kansas, providing turn-key services (appraisal, acquisition/relocation/eminent domain) for the acquisition of approximately 10 tracts (both total and partial takings) and relocation of 2 residences.  KDOT local project completed in conformity with the URA,                                         

 

KDOT US-50 Improvement Projects – Reno, Harvey, Chase & Lyon Counties, Kansas

 

Acted as sole acquisition agent for the Kansas Department of Transportation providing turn-key providing turn-key services for the acquisition of approximately 70 tracts (partial takings) for a series of projects located in Reno County (Project No. 50-78- KA-1827-02) Harvey County (Project Nos. 50-40- KA-1827-03, 1827-04, 1827-06 & 1827--07) and Chase/Lyon County (Project Nos. 50-09-KA-1827-08, 1827-09 & 50-106- KA-1827-10), all in conformity with the URA.

 

K-68 and Metcalf Avenue Improvement Project, City of Louisburg, Miami County, Kansas

 

Acted as sole acquisition agent acquisition providing turn-key services for acquisition of approximately 16 tracts (13 partials and 3 total acquisitions) located near the intersection of Metcalf Avenue and K-68.  Administered the relocation of 3 residential tenants.  KDOT local project completed in conformity with the URA.

 

Leavenworth Road Intersections – 55th & 72nd Streets, Wyandotte County, Kansas (KDOT Project No. 105-N-0600-01)

 

Acted as sole acquisition agent for the Unified Government providing turn-key services for the acquisition of approximately 25 tracts (partial takings).  KDOT local project completed in conformity with the URA.

 

Sewer Improvement- Eastside Sewer Improvements, St. Joseph, Missouri

 

Completed acquisition of permanent and temporary easements from 16 parcels for the Eastside Sewer Improvement Project in St. Joseph, Missouri through negotiated agreements and stipulated Eminent Domain Commissioners’ Awards.  Project completed in conformity with the URA.

 

Storm Water Improvement- Whitehead Creek from the Missouri River, St. Joseph, Missouri

 

Completed acquisition of 30+ parcels (both total and partial takings) for the Whitehead Creek Storm Water Separation Project in St. Joseph, Missouri.  This project will begin the Environmental Protection Agency (EPA) and Missouri Department of Natural Resources (MDNR) mandated improvements to reduce the overflows of combined sewage from the City’s sewer system.  Project completed in conformity with the URA.

 

KDOT Project No. 105-N-0600-01- Leavenworth Road Intersections – 55th & 72nd Streets, Wyandotte County, Kansas

 

Acted as sole acquisition agent for the Unified Government providing turn-key services for the acquisition of approximately 25 tracts (partial takings). KDOT local project completed in conformity with the URA.

 

Turkey Creek Basin, Kansas City, Kansas, Flood Protection Project

 

Project Cooperation Agreement between the U.S. Army Corps of Engineers and the Unified Government. Managed and acted as an acquisition/relocation agent for approximately 35 tracts for the Unified Government and the U.S. Army Corps of Engineers for a series of projects for channel modifications/re-alignments and bank stabilization to Turkey Creek. Project completed in conformity with the URA.

 

State Avenue Road Improvements (73rd Street to 82nd Street), Wyandotte County, Kansas

 

Acted as sole acquisition agent of 30 parcels for Unified Government of Wyandotte County/Kansas City, Kansas, for State Avenue road improvement project.  KDOT local project completed in conformity with the URA.

 

State Avenue Road Improvements (82nd Street to 94th Street), Wyandotte County, Kansas

 

Acted as sole acquisition/relocation agent for Unified Government of Wyandotte County/Kansas City, Kansas, providing turn-key (appraisal, acquisition, eminent domain) services for 41 parcels for State Avenue road improvement project.  KDOT local project completed in conformity with the URA.

 

KDOT Project 18-81 KA-0410-01 ( K-18 from Ogden to Manhattan), Riley County, Kansas

 

Acted as sole acquisition/relocation agent for Kansas Department of Transportation providing turn-key (appraisal, acquisition/relocation/eminent domain) services for acquisition of approximately 80 parcels and relocation of approximately 15 residences and businesses under the URA.

 

Donahoo Road Improvement (131st Street to K-7), Wyandotte County, Kansas

 

Completed acquisition of 11 parcels (partial takings) for Unified Government of Wyandotte County/Kansas City, Kansas for Donahoo Road improvement project from 131st  to K-7.  KDOT local project completed in conformity with the URA.

 

78th Street Improvements (I-70 to State Avenue) Wyandotte County, Kansas

 

Acted as sole acquisition/relocation agent for Unified Government providing turn-key services for acquisition of approximately 40 parcels and relocation of approximately 12 residences.  KDOT local project completed in conformity with URA.

 

Parallel Parkway Improvements (5th Street to 9th Street), Wyandotte County, Kansas

 

Acted as sole acquisition/relocation agent for Unified Government providing turn-key services for acquisition of approximately 55 tracts and relocation of approximately 13 residences and several small businesses under Kansas Relocation Act (KSA 58-3501, et seq.)

 

Donahoo Road Improvement (115th Street to 131st Street), Wyandotte County, Kansas

 

Acted as sole acquisition/relocation agent for Unified Government providing turn-key services for acquisition of approximately 57 tracts.  KDOT local project completed in conformity with URA.

 

Mid-Town Redevelopment District, Wyandotte County, Kansas

 

Acted as lead counsel in Unified Government’s successful efforts to acquire the former Indian Springs Mall and surrounding parcels for the anticipated Midtown Redevelopment District.  Acted as lead strategist with Unified Government Chief Counsel to guide acquisition efforts through a failed attempt by ownership to derail acquisition through a bankruptcy filing in Federal Court.   Represented the Unified Government in administrative eminent domain actions to acquire the property, and subsequently defeated the owner’s attempt to obtain a $16.5 million award, with trial resulting in a $550,000 reduction from the $7.5 million court appointed appraisers’ award.  Also acted as relocation agent for Unified Government to relocate approximately 30 mall tenants under Kansas Act.   

 

Burroughs Creek Linear Park, Lawrence, Kansas

 

Teamed with the Law Office of Dan Watkins to provide turn-key services for a linear park and bike/hike trail on abandoned rail line for the City of Lawrence.  Acquired 36 tracts.  KDOT local project completed in conformity with URA.

 

115th Street Road Improvement Project (Parallel to Hollingsworth Road), Wyandotte County, Kansas

 

Acted as sole acquisition/relocation agent for Unified Government providing turn-key services for acquisition of approximately 65 tracts.  KDOT local project completed in conformity with URA.

 

Mission Road Bridge and Windsor Lane Culvert Project, Fairway, Kansas

 

Acted as sole acquisition/relocation agent for City of Fairway providing turn-key services for acquisition of approximately 17 parcels including approximately 7 residential relocations.  KDOT local project completed in conformity with URA.

 

KDOT Project No. 24-105-K-8248 (US-24 & K-7 Improvements), Wyandotte County, Kansas.

 

Acted as sole acquisition/relocation agent for Unified Government/KDOT providing turn-key services for acquisition of approximately 53 parcels including 3 residential relocations.  KDOT local project completed in conformity with URA.

 

Hollingsworth Road Improvement Project, Hutton Road to 115th Street.

 

Acted as sole acquisition/relocation agent for Unified Government providing turn-key services for acquisition of approximately 25 parcels including 2 residential relocations under Kansas Act. 

 

West Baldwin Creek Sanitary Sewer Main, Lawrence, Kansas

 

Teamed with the Law Office of Dan Watkins to provide turn-key services for the City of Lawrence for acquisition of approximately 15 parcels under Kansas Act. 

 

WaterOne Missouri River Water Treatment Plant & Transmission Line, Wyandotte County, KS

 

Acted as joint acquisition agent for Johnson County Water District #1’s Missouri River Water Treatment Plant and Transmission Line.  Acquired water treatment plant site, and teamed with WaterOne and additional acquisition agents to acquire easements across Wyandotte County.  Represented WaterOne in all eminent domain actions and appeals on tracts unable to obtain through negotiations.

 

City of Lawrence Sanitary Treatment Plant and Transmission main system

 

Teamed with the Law Office of Dan Watkins to provide turn-key services for the City of Lawrence for acquisition of approximately 5 parcels totaling approximately 600 acres for sanitary sewer treatment facility.

 

Prescott Plaza Redevelopment District, Wyandotte County, Kansas

 

Acted as sole acquisition/relocation agent for Unified Government providing turn-key services for acquisition of approximately 50 parcels and approximately 12 residential relocations under Kansas Act. 

 

94th Street Improvement Project, Wyandotte County, Kansas.

 

Acted as sole acquisition/relocation agent for Unified Government providing turn-key services for acquisition of approximately 35 parcels under Kansas Act. 

 

Shawnee Heights School District Sanitary Sewer Project, Tecumseh, Kansas

 

Acted as sole acquisition agent for Shawnee Heights School District providing turn-key services for acquisition of approximately 10 tracts under Kansas Act. 

 

Mission Cliffs Redevelopment District, Kansas City, Kansas

 

Acted as sole acquisition/relocation agent for lead developer City Vision Ministries providing turn-key services for acquisition of approximately 20 parcels and 12 residential relocations under URA. 

 

St. Peter’s/Waterway Redevelopment District, Kansas City, Kansas

 

Acted as sole acquisition/relocation agent for lead developer CHWC, Inc. providing turn-key services for acquisition of approximately 100 parcels and including approximately 15 residential relocations under the URA. 

 

KDOT Project 435-105-K-8427, Wyandotte County, Kansas

 

Acted as sole acquisition agent for Unified Government providing turn-key services for acquisition of approximately 11 parcels.  KDOT local project completed in conformity with URA. 

 

KDOT Project No. 435-46-K-7451 and 435-46-K-8262, Overland Park, Kansas

 

Acted as sole acquisition agent for City of Overland Park providing turn-key services for acquisition of approximately 42 parcels including 15 residential relocations.  KDOT local project completed in conformity with URA. 

 

North Ohio Street Improvements, Salina, Kansas

 

Acted as sole acquisition agent for City of Salina providing turn-key services for acquisition of approximately 11 parcels and relocation of approximately 17 businesses.   KDOT local project completed in conformity with URA. 

 

KDOT Project 35-105-K-6391 (I-35/Turkey Creek Improvements), Wyandotte County, Kansas.

 

Acted as sole acquisition/relocation agent for KDOT providing turn-key services for acquisition of approximately 14 parcels including 3 business relocations under the URA.

 

Kansas Turnpike Authority: Turnpike Widening Project, East Topeka to Lecompton

 

Acted as sole acquisition agent for Kansas Turnpike Authority providing turn-key services for acquisition of approximately 50 parcels in conformity with URA.           

 

City of Concordia, Kansas

 

Acted as sole acquisition agent for the City of Concordia providing turn-key services for acquisition of 3 parcels for stormwater improvements and economic development project.

 

KDOT Projects 635-105-K-4890 and 635-105-K-6371, Wyandotte County, Kansas.

 

Acted as sole acquisition/relocation agent for Unified Government/KDOT providing turn-key services for acquisition of more than 100 parcels including approximately 54 residential relocations under URA.   

 

Kansas Turnpike Authority-East Topeka Service Area Relocation Project.

 

Acted as sole acquisition agent for Kansas Turnpike Authority providing turn-key services for acquisition of approximately 11 parcels and several billboard structures for relocation of the Kansas Turnpike’s East Topeka Service Area.
